A teenage girl believed to have taken her own life after being groomed by an extremist had an ‘obsession with Hitler’ and wanted to ‘blow up’ a Jewish place of worship, an inquest has heard. Chesterfield Coroner’s Court heard how at age 16, Rhianan Rudd became the youngest person in the UK to be charged with terror offences after she downloaded a bomb-making manual and scratched a swastika mark on to herself. Chief coroner Judge Alexia Durran told the inquest that Rhianan, from Chesterfield, died on May 19 2022 at Bluebell House Residential Home in Nottinghamshire, when she was found with a ligature around her neck. The charges were dropped five months before her death when evidence emerged that she had been exploited by a neo-Nazi she met online. Rhianan, who was in the care of the local authority at the time of her death, had autism and self-harmed because she had ‘too many emotions’ and ‘did not know how to deal with them’, the court was told. In an email on September 7 2020, Rhianan’s mother Emily Carter told Prevent, a Home Office counter-terrorism programme, that her daughter had a ‘massive dislike for certain races’, counsel to the inquest Edward Pleeth said. During an assessment that month, it was recorded that Rhianan had an ‘obsession with Hitler’, whom the court heard she had a shrine to in her bedroom, and was a ‘Holocaust denier’. The court was told that messages sent on WhatsApp by Rhianan were detailed in a student incident statement in September 2020 saying she ‘wants to kill someone in the school or blow up a Jewish place of worship’ and that she ‘does not care who she kills and nothing matters any more’. (…) The court was also told that Rhianan had been speaking to an American extremist, described in court as a ‘neo-Nazi’, who had ‘encouraged her to read some books’ about Jewish and black people, the inquest was told. In September 2020 it was recorded that she said she had stopped speaking to the extremist in March but then ‘seemed to contradict herself’, meaning it was possible they were still communicating, the court heard. Some of Rhianan’s drawings included a person giving a Nazi salute, and another of a male with a knife looking ‘like he is going to stab the other male’, the inquest heard.

The court was told that Rhianan, who had a shrine to Hitler in her bedroom and was a “Holocaust denier”, downloaded a bomb-making manual and sent messages “deemed to be suggestive of a violent and rightwing ideological mindset”. She was later arrested and charged, until the prosecution against her was dropped in December 2021 in light of evidence that she had been groomed and sexually exploited. (…) The inquest was told that Rhianan had been communicating with “known far-right extremists” online. The hearing heard that for several months she had been in contact with Christopher Cook, an American white supremacist, who according to the US Department of Justice was later convicted of being part of a terrorist plot.

(…) The group’s three co-conspirators—Jonathan Frost of Texas, Jackson Sawall of Wisconsin and Christopher Brenner Cook, a Central Ohio native who attended Hilliard Darby High School—met online and bonded over neo-Nazi ideology. They dreamed of an Aryan homeland, and they didn’t believe the white America they envisioned could be realized without destroying the entire system. Revolution was the only answer, and an attack on the power grid seemed like the perfect way to create unrest, division and, ideally, a race war. The group’s manual stated that its members would not stop “until every enemy of Fascism has a rope around their neck.” (…) Cook played an integral role in recruitment for the Front. He enlisted Sawall partly for his graphic design skills, which came in handy making propaganda. A document recovered from Sawall’s laptop describes the way propaganda and recruitment worked hand in hand. The Front’s “Propaganda Cell” would “recruit individuals gifted in the art of producing and disseminating propaganda” across as many online platforms as possible, along with in-person poster campaigns. “Through the use of shock propaganda we can ensure the media will pick up on any postering action in local areas,” the manual noted. Interested recruits had to complete a white supremacist reading list, which included “Siege” and two texts by the neo-Nazi founder of National Alliance, William Luther Pierce: “The Turner Diaries” (a source of inspiration for Oklahoma City bomber Timothy McVeigh) and “Hunter,” which Cook described as “essential reading” in recruitment chats.
