A Quebec City resident is facing terrorism charges and is accused of promoting the ideology of the 764 network that promotes violent extremism. Jeffrey Roussel, 26, from Quebec City, allegedly promoted and published graphic, violent and highly disturbing content, with the aim of inspiring and recruiting others, through a group on Telegram, according to the RCMP. He is accused of participating in activity of a terrorist group, facilitating terrorist activity and the commission of offence for a terrorist group. His victims, who have not yet been identified, are mainly teenagers, according to the RCMP’s news release issued Wednesday. The investigation was conducted by the Integrated National Security Enforcement Team. The RCMP says 764 actively targets children and teenagers on online gaming or social media platforms and popular mobile apps such as Discord, Telegram, Roblox and Minecraft with an objective to manipulate, recruit and radicalize youth to commit violent acts.
